I guess it's a Pikachu with Fly gamesharked on it.

I seem to recall some vague rumor from back in the day about a way to obtain a Pikachu with Fly in one of the Japanese Stadium games. This rumor probably came from the Pokémon Yellow opening animation, which featured a Pikachu with large soap bubbles on its back, floating in the air.
