Okay, to expand on what Mr. K said...
WTF how is this POSSIBLY CONSTRUABLE as a victory? Basically they're just following through on what they were probably planning all along; they've let us know that, yes, they are serious and capable, so now it's time for us to give in and pour in money if we want things to return to a semblance of normality. What did you think, they were planning on bombing China or something, and ensuring the destruction of their own country in return? Nukes are useful for blackmail and leverage, nothing more. Kim Jong Il may be power-crazed, but he's not stupid, and I have the most profound respect (if not compassion) for the way he's jerked us every which way while suffering essentially no ill effects in return.
"If the United States keeps ignoring our efforts and continues to pressurize the DPRK to scrap its nuclear weapons program first while shelving the issue of making a switchover in its policy toward the DPRK, the basis of dialogue will be demolished and a shadow will be cast over the prospects of talks."

Because the situation, with this turn of events, is dying down. People's calls for the US to "do something about North Korea" have been officially answered.
And what you said is indeed one way of viewing the situation - saying that Kim Jong played us all for fools and the US is stupid and you enjoyed him fucking around with us.

Okay...
Seems like things were going pretty well with Clintons "Agreed Framework", and everyone was pushing for peace, normalization of economic relations, stopping all of their nuclear programs which would be monitored under the International Atomic Energy Agency. We would build the D.P.R.K. something called a light-water power plant, and everything seemed good and happy.
Reading more, it seemed that the happiness was a bit... gilded. When the Bush Administration came, he decided to hold dialogue concerning the D.P.R.K.'s missile development programs, their, what this article calls "conventional force posture", human rights, thisthat. It also says that in 2002, we found out they were in the process of enriching uranium.
Such a program violated the Non-Proliferation Treaty, the Agreed Framework, and something called the North-South Denuclearization Declaration. The US thustly told North Korea that they would have to abandon this program before talks and relations could continue happily.
The D.P.R.K., in response, had PMS. They restarted all their nuclear programs, kicked out the IAEA inspectors, quit the NPT, and basically put up it's dukes. They claimed to be fighting our "hostile policy".
I don't get it. All the US did was point out that they were violating treaties - and the we're the bad guys? They finally want to put down their dukes, and somehow it's a ludicrous to say that that's a good thing?

I didn't say we're the bad guys, I was merely laughing at the idea that you think this latest thing the North Koreans have said is a sure sign of another unblemished Bush administration foreign policy success.
It's like a heroin addict just asked you for another two hundred bucks so he can make it into that really nice rehab place and he's really very honestly going straight this time. Maaaaybe. You never know. Stranger things have happened.
But it's not proof of anything (yet) and it doesn't reflect one way or another whether or not you've "won" the battle to get them off drugs.
Your premise that this is a US "win" might ultimately prove true, but to chalk this up as a Bush victory at this stage is silly, especially if we find out they're yanking our chain for the millionth time...

Just for kicks, is there anybody out there who doesn't disagree with Char42 on this topic?
FYI to Char, what makes you look stupid in this topic in particular (at least to me) is that you apparently never even thought that they might have ulterior motives, and then when we say "hey they might have ulterior motives" you basically say "but HEY you can look at it this way and they don't actually have anything up their sleeve at all, they're just stupid and we beat them haha."
If this isn't sounding a bit silly to you yet, go back and read that quote I pasted earlier. Or did you read it the first time? I mean, jeez, it's basically diplomese for "Hey guys, give us what we want or we'll make things hard on you." And if you disagree, I'm rather interested in how you'd construe it. Then again, maybe you really didn't read what I posted, since you didn't seem to catch that the focal point is our success/loss in the matter and not some asinine North Korea flagwaving.

The other thing is that Char framed this as some sort of Bush victory, when it's really just another example of Bush backtracking.
He starts by bashing some element of Clinton's foreign policy and claiming that he'd get all cowboy on their asses because that's the best way to get things done -- then, quietly, after it becomes apparent that that doesn't actually work, he does the same thing Clinton did, because compromise is often necessary in the real world.
Same thing with the Israeli/Palestinian thing. Bush boldy took the "Stupid American" position, which is very popular here and works very well on the campaign trail, but once he became the actual president*, he had to revert to Clinton's policy.
