You might get more participation if the closest got to change a name. As it is you have a 1% chance of winning and a roughly 1/n chance of getting banned, where n is the number of participants, and is greater than 1% (about 3% this time, but you can lower it by picking numbers close to other numbers, possibly all the way to 1%, or by picking numbers closer to the edges in general (unless you wrap the number system, ie 1 is closer to 99 than 90 is, which is fair).

Unfortunately, I suspect you are keenly aware of it, which is why it's an idiot loser contest.
