From what I've gathered about Latios/Latias, they are released (from where?) after defeating the Elite Four. They behave more or less exactly as the Legendary Dogs did in GSC; running from you unless you Mean Look them, at Lv. 40.
What I need to know, is when are their stats (and more importantly, personality) set? Are they released and thus set after the first completion of the Elite Four, meaning that to catch different Latios one would have to save before the last battle and not save again until Latios has been captured? I want to catch a Latios with a specific personality type and good stats wouldn't hurt either, so any information on this topic would be appreciated.
Or someone could find a (legal) way to Southern Island or whatever, where (allegedly) the other one awaits in a walk-up-and-say-hi-style battle, so I could catch Latios in my Sapphire game. Info on that would be great too; it means I could just wait and do it sensibly instead of prowling through grass for hours just to reset again.
Edit: I just tested an interesting theory I read at GameFAQs (ick). Using the Acro Bike, you can hop up and down in bushes and draw out Pokémon to battle; without moving. That means you don't use Repel. However, it didn't say that doing this would draw out Latios, since if it isn't on the route you're on, it would have to move, AND move into your route, for this to be effective. And as anyone who ever tried their hand at dogcatching in GSC knows, they aren't going to go out of their way to encounter you. ~Uiru [ 03-29-2003, 08:53 PM: Message edited by: Uiru ]

Humm... it this Acro Bike trick really works, it seems we can get volcanic ashes a lot easier now, without any pokémon boring us every 3 seconds.

Nope. Other way around - pokémon can bore you every 3 seconds without you getting any ash. Also, I think you get 1 step of ash every time you step on an ashy patch of grass and get that puff of dust; stepping on green grass doesn't give you any.

Has anyone has any success catching a Lati yet? I've been wandering around for quite a while, using the old repel trick, but haven't run into Latias yet. Blarg. I don't remember it taking this long for first contact with the GS beasts. But I guess that makes sense, since it's just one now, instead of three...

Also, it can be a lot more difficult to find the L40 Latis in this game, because they go on Water routes too. You may have to Surf to find them.

I suppose this makes up for the fact that with that item of theirs, they're b-fucking-roken. ^_^;
Apparently, after defeating the Elite Four for the first time, when you walk downstairs a news commercial is on about whichever Lati is in your game. Maybe that's when the stats are set? I caught Latias just after unlocking the Regis. I was surfing towards Mauville, because I forgot to bring a flying pokemon, then a random battle occurs, I was like "oh, no, not another Tentacool ;_;"
But I was pleasingly surprised

Today must be my lucky day, because I finally caught that Feebas I've been looking for (a female one too, which is nice...assuming they aren't all female to begine with...) and then I randomly ran into Latias while cutting across some grass on my way to the Safari Zone.
Yay.
All I have left for the Pokedex are training evolutions and trades.
Of course, I'm eventually going to have to stop screwing around and design a team...

Feebas is on route 119, but the catch is that you can only fish for it in a single square of water. The rest is 100% Carvanha
I fished in every square about two or three times, and I was almost discouraged, then I FINALLY found a place. My Feebas square was near the weather station, somewhere down the river, so you might want to search there. It might be somewhere else for you though.
Once you've found a Feebas square, it's about 60% Feebas. I caught about 40 of them so I could get a good one. The best was male... heh.
But I still haven't evolved it into Milotic. I guess my pokeblocks suck too much, eh? ~_~

It won't evolve until it levels up, just like with Pokemon that evolve from friendliness.
The one I caught was female, too. It was more of a pain to catch a male Corsola to breed Mirror Coat onto it.

Getting back to the actual topic...
I have determined that the stats are not set immediately after defeating the Elite Four. That is, if you save in your bedroom before going downstairs, you can reset if you catch a bad Latios and the next one you find will be different.
The second one I caught blew meaty chunks too, so my next task will be to study its movement.
I was under the impression that they came with their item (something Dew, I think) but they don't. Where has that gotten to now? ~Uiru

My 'method' has been to run/surf through connected routes, like the water route containing Dewford, kicking it over around Sootopolis, and in the center of Hoenn, randomly Flying off to different places. There was a little scare when I noticed my PokéNavi blinking blue, but that turned out to be a signal that there were trainers who wanted some on that route, not a Latios locator. :( Basically, don't stay in one area too long and try to avoid the trainers you somehow missed the first time around; they're annoying. :) ~Uiru

f00ls. The best strategy to 'see' latios or latias for the first time is to look upon a crossroad. That crucial crossroad is Mauville City. You see, both Dragons like to take a 'Loop' Route that starts in Pacifidlog Town and can go either east or west. Either way, they always round the corner on slateport, up to mauville and west through the big fork to lilycove. Then, they go back to Mossdeep City, then south and around and back to Pacifidlog Town.
While the dragons are obviously not IN the towns, I've figured out that they spend 66% of the time on land. But WHICH land is the most frequent one? All 4 routes around Mauville City seem to be it. Whenever Latios or Latias reach that certain area, they tend to linger on all 4 routes coming from that town. (routes 110, 111, 117 and 118) The best chance you have is to beat along the bushes in Route 110 until you randomly encounter 5 or 6 pokemon, head back up to Mauville, Head either to route 111 (north) or route 118 (East), look there, go back through Mauville to Route 110. After 5 or 6 cycles of this, you might want to fly to Mauville itself to 'reset' the placement of the dragon (It CAN linger in the sea too).
This worked for 2 friends of mine already. Might work for you, if you are lucky. But then again, a lot of you are desperate.

The Soul Dew is on the 'other' Lati. Once someone (Jp probably) has the Eon Ticket from the Japanese promo, when they mix records with you (proof that they're compliant? Hell yeah), somehow you obtain the Ticket. You yourself can give out 100 of these, as with every other person, so that everybody can eventually get one. Once you show the Eon Ticket to the ship attendant, you'll be on your way to South Island, and the Lati contained within. Don't ask how I came upon this info; I don't even know.

Soul Dew eh? For those who have seen the fifth movie subtitled, the item Latios and Latias give to the ancient islanders is the "Soul Drip" (maybe it's soul's drip, but it's something like that)
I guess they just changed it to something that makes more sense, dew instead of drip... in the movie it's a round ball/jewel thing...

Soul Dew breaks them so wonderfully! They have Special stats of, AT MINIMUM, 397 and 337 with Soul Dew equipped. That's no IV or EV and neutral personality. You get to focus on Speed and HP in the EV department and don't have to worry about Special *at all*. You can easily forgo Calm Mind if you want, but if you don't, holy crap.
Wanna hear something scary? Lugia w/ Calm Mind. Already stupidly tankish stats, plus a Special Attack worth a shit and that huge Speed? Not something I'm looking forward to... ~Uiru

Question: if they start their route from Pacificdlog Island and go either left or right, when do they reset basck to the isle? It would seem to me that if they started back there every time you restarted the game or something you could have a 50% chance of running into them by surfing directly east or west every time.

Do those instructions say that you can get the Eon Ticket simply by changing your profile, without using the NYPC or similar? Or did I read them wrong?

I don't know how you got that out of those instructions, but I just tried it and it isn't it. Mystery Events must have something to do with recieving the Eon Ticket. (You know there's going to be problems caused by stupid little kids who didn't follow the instructions.) ~Uiru

I've got the Mystery Event option and completed the game twice now and Norman keeps on giving me that same old "I honestly think no amount of training would ever be enough" waffle.
The only thing spurring me on is the fact it says "see Norman at Petalburg to receive the Eon Ticket"
Then again looking at the screen shot Norman can be seen saying "It appears to be a ferry ticket, but I've never seen one like it before". That sounds like the response of somebody that has been shown the ticket rather than somebody giving it out.

Well, people, when I get my Eon Ticket E-Card from eBay, I'll let you know exactly what it entails. Of course, that also means that I'll have to pony up the $ for an E-Reader, but it's a small price to pay.

Some Brazilians from Săo Paulo have told they got Eon Ticket from Game Shark, but it didn't work (even placing in the Key Item Pocket, writing the right profile and talking to the lady).
So... maybe talking with Norman would "unlock" the Ship Travel...

Well, from what I understand, scanning in the E-reader card not only enables you to receive the Eon Ticket, it also activates the event itself. In other words, there would be separate codes for the ticket and the event.
Of course, the point is moot for me because I've received the E-reader card, and used the E-reader at the local Toys R Us (with permission, of course).
How does it work? Well, assuming that you've already activated Mystery Event, it's just a matter of scanning in the card and then going into Mystery Event. The E-reader will then send it to your cartridge, and you'll receive the instruction to head to Petalburg City. From there, it's just a quick trip to Lilycove.

Well, I haven't tested it, but the instructions do say that you can give Eon Tickets through mixing records. The only catch is that the person receiving the ticket can't give it to anybody else...and furthermore, the originator doesn't have infinite tickets to give.

That's the best pic I can find of the ticket right now (even if it is about to expire), although probably any search will turn up more of them.
I going rate right now for completed auctions is something like $15. I'm going to wait a week to see if the NYC event will drop the prices any. Or to see if the NYC cards look any different. I might want to buy an E3 card...
