You have to have a team with a Pikachu in it in Stadium1.

You have to beat the R2 Prime Cup Master Ball in Stadium 1, using Pikachu in every fight. Bring Mewtwo and all will be well.

Will it alow your current pikachu to learn surf, or give you another low level pikachu with surf (kinda like the amnesia psyduck thing).

your yellow rat get surf as if you used the HM on him.
note ika doesn't have to fight,just be in your party,and you must not have any rental.

Just a little warning I just remembered. I once tried to get another Surfing Pikachu for this girl, and, I had already taught it "flash." I'm pretty darn sure I did all the requirements, and, it didn't go to the screen to learn "surf." Maybe the programmers were lazy and just said, "ok, if pika knows an HM no learn serf...."

Your Pikachu should be chosen for the team of six, but is needed to be in your team for the eighth trainer in the master ball cup r2 only. if you have a mewtwo in your team i doubt you will even need to use your pikachu. if you dont have pikachu in your final three for the last trainer then it will not open the prompt screen to teach it surf, just like through levelling up and you can learn a move you are given the option of which move you want to delete. hope that helps.
