I don't know if this is old news or not, but I found a site that explains how to find Serebii.

It's all in japanese tho, so...have fun translating.
From what I can see, there might be multiple ways to catch him, but still, the picture at the bottom of the "How to catch Serebii" page shows Serebii flying above the Forest Shrine.

Hope that explains anything...

But still, I think this is only for the Mobile Adapter version.

How to get Celebi in Crystal;

0) Do stuff ingame
1) Use Mobile Adapter
2) Get G/S Ball off of Nurse Joy
3) Go to Kurt
4) Go to the shrine
5) Put G/S Ball on Shrine (it's a Key Item, not a ball)
6) Fight Wild Celebi
7) Catch Celebi
8) Rejoice that you have caught a commoner weaker less TMable version of Mew

Oi, why is it that people dislike Celebi just because it doesn't have Mew's precious TM Compatibility?

That insane TM compatibility is what makes Mew UNIQUE. It is POINTLESS to make another Pokemon like that.

Celebi makes up for it by being extremely defensive and an ace at teamwork. Recover, Heal Bell, Leech Seed, Ancientpower, Baton Pass, are among the moves it learns naturally.

So in conclusion, saying Celebi is a weaker Mew is like saying Miltank is a weaker Tauros.
