This may sound a little stupid, but is it possible to have max experience points, with out having max stats??? Like can a Dragonite have the 125,000,000 or whatever Experince points and not have a 15 in each DV????

Also, how do you find out the DV's for a pokemon?

Yes. Very possible, in fact.
How you determine DVs:
Raise the pokemon in question to at least Lvl 50 without getting any Stat EXP. Meaning, raise it at the Daycare, or feed it Rare Candies. Then, go to: http://skill-statfinder.virtualave.net/ssf/
Type in the stats, show the poke, and it will tell you the DVs.
