There's some interesting stuff here. I did notice what appears to be a translation error:
Q: What move did you have the most trouble with?
Morimoto: I'd have to say Safeguard. I made it as a counter to moves such as Lock-On and Fury Cutter. At first, we made the move with a 100 percent success rate. But then, we realized that in conjunction with moves like Sandstorm and Toxic, the move is too powerful. We tried it at 70 percent success rate, but then people would not use it. After thinking about it for a long time, we finally decided on the current design, with the move 100 percent successful the first time, but then the success rate drops with each turn thereafter. We changed other moves such as Curse and Belly Drum right before we finished in order to adjust the strength of the attack.
It appears that "Safeguard" actually refers to Protect/Detect/Endure.
It's nice that they're willing to acknowledge the unbalances of Chromatics and work to correct them.
