I heard its the best normal move in the game and I think any pokemon can learn it if they really hate u, but i'm not sure. Anyone know its base, effects, and who can get it?

You can get the frustration TM in GoldenRod department store from a woman on Sunday if your pokemon dislikes you. The more your pokemon hates you the base of frustration increases to a max of 120 base.
