Chikorita is never listed as #001. The default setting that the Pokedex is on when you first get it has Chikorita as the first entry, but the number is still #152. IIRC, there is also an option to list them in alphabetical order, order of evolution (including G/S evolutions and pre-evolutions), and the normal numerical order. None of the numbers have been changed (what would be the point of changing them anyway?).
As Gail Tilden said (and I'm willing to believe her), the English G/S is more or less just text translation. The only difference I've seen so far is the status screen. In the original, the status screen was vertical. The Pokemon's picture was on the left, and most of the stats would be on the right. In the English version, the status screen is horizontal. The picture is on the top, most of the stats on the bottom. ------------------
