Sunny Day to draw stuff out. If fire, surf. If grass (for Solarbeam), blizzard.
If neither, using a non-stabbed fire move or SB, mirror coat.

Team 1:

Forretress: Not sandstorm since you have nobody else to resist it. Maybe swagger or toxic.

Suicune: Not sunny day, damnit. You'll do nothing to any fire type with sunny day up and suicune's not-so-great special attack. Surf, Roar, rest, Mirror coat/ice beam or curse, return, rest, roar. Should work great on a spikes team.

Umbreon: Drop roar and confuse ray for body slam/charm and moonlight/rest.

Primeape: Simply because it's a spikes team, I'd use machamp for more staying power, or drop for a steelix or donphan with roar, earthquake, and rock slide, screech (steelix), or AP, rest (donphan). You'll want rock slide over HP bug and probably counter or psych-up over return if you choose to keep primeape.

Slowking: Since you have the suicune, use the curse set on it and drop this guy for espeon with charm, attract, morning sun, psychic @ leftovers.

Snorlax: Needs rest, probably over earthquake since you have no other fire support.

Overall: Needs major work to be an effective spikes team. Spikes teams need mostly switch-forcing and staying power, and one good sweeper is usually enough to clean up after spikes have done their job. Take the above advice and it'll have a much better chance of working. Leave it as it is, and it won't work that well as a spikes team, or any team.

Team 2:

Mr. mime: I'd take barrier over shadow ball, if just to free a slot on Vap.

Vaporeon: Take mintyrest over acid armor and make sure Mr. Mime has barrier.

Scizor: I'd recommend taking scizor with HP bug/rock.

Shuckle: Drop for something that can actually use SD. Probably Marowak with earthquake, rock slide, Swords dance, HP bug.

Jolteon: Drop for zappy with T-bolt, Drill peck, Rest, Whirlwind. Better staying power, pseudo-hazing, and rest.

Meganium: Again, I'd drop this, probably for a snorlax, or ursaring to be non-standard. Return, rest, Quake, Fire blast/shadow ball.

Overall: you're gonna get your ass kicked by teams with a roarer that can take a few hits, or a roaring donphan. BP chains don't work that well, but it might be worth a shot for fun.
