icebeam is usual over dragonbreath, though i like this one. If 'breath paralyzes then d-team/resting is easier - just be careful of hazers/roarers - most hazers are weak to ice so you may consider losing 'breath - up to you.
ok we have two waters here, but as kingdra doesnt have those weaknesses i suppose its ok. For mind reader you need whirlpool so put that over submiss. This set could really do with leftovers as he will take damage in 'pool/mind/fissure, though the actual set is good.
3 water types - you have no excuse for using this - big weaknesses to electric and grass will crush your team. If you have to have him put him as the starter. Its common knowledge that this set isnt actually too hot - rapid spin is good for spikers - you could put it over t-wave ??
i loath miltank. Anyway this is standard, cant really say anything....
rest eh ? Recover 'ownz' it. With lack of rest therefore on your team heal beller isnt really necessary. Amnesia is ok, though safeguard is recognised as definitely better : said to be that if a mewtwo in gold had safeguard, would equal a mewtwo in red with amnesia - pretty much invincible.
he cant really survive raind dance and then thunder without a nice defence boost like reflect. Magnet is bad as he has great special attack - bright powder could be handy. You have plenty of waters and water support so go with the grass hp, have t-bolt and reflect over rainthunder.
a mad team - certainly - but there is nothing sad about pokemon apart from the 'cool' people who think that criticising it makes them seem the bees' knees.
