I don't have a perfect one for red/blue. The closest one is this -
All of the enemy pokes' stats change, including max HP, attack, defense, speed, and special. Unfortunately, their starting HP won't change, so at the start of the battle the pokes won't be at maximum HP.
I don't know if there exists a code in red/blue/yellow that fully does the job.
