I have a pokemon. On the first slot. It's first attack is hidden power. I want that hidden power to always be growth. This is a psychic pokemon. How do I make all these conditions possible with a gameshark? (aka what is the shark code). Thank you kind sirs and ladies.

Um, Hidden Power is an ATTACK. It cannot be Growth. It is an attack with a power of 31 to 70, and any type but Normal.

No Pokemon learn Growth through breeding. The only ones that can have it are:

Bulbasaur series
Paras series
Bellsprout series
Tangela
Sunkern series
