is there a gameshark cod for your pikachu to become a surfing pikachu in yellow (learn water attacks?)

Decide which move on your pikachu you want to replace and then enter 39 in place of the ?? This will give your Pikachu surf. Surf is the only water attack Pikachu can legally learn. For all other Pokemon Game Shark Codes please check out
