IIRC, Rhydon's hex number is 01, which makes no sense whatsoever , but maybe that's why Missingno changes into Rhydon. Also, doesn't Missingno sound like Rhydon in battle?

Well, MissingNo comes in a variety of assorted flavors. In R/B/Y, even though there are only 151 critters, there are index values for about 250. The 100 or so that aren't used are the ones that make MissingNo appear when they are somehow (by glitch or gameshark) placed in the memory locations that determine wild pokemon.
Knowing this it makes sense that a 00 MissingNo will make a Rhydon cry (Rhydon being 01) while other MissingNos might make the cry of a Zapdos, Nidoran(m) etc.

one time i had a missingno that changed into a rydon after a link battle. the last 2 pokemon out were miss. and mew. then the games froze. and when i checked the game the miss. changed into a rydon. the strange thing about it was that i could now train the rydon past level 100. but after a little accident with my g/s the fame got erased. oh and my missingnos sound like rydon
