Well, in theory it wouldn't be hard to create it (figure out the codes for your own status byte, inflict changes and watch their status byte), but if you are asking as to whether all of the effects are cumulitive: I think that isn't the case. I don't remember for sure, but honestly, isn't FRZ enough?
Actually, I should check on Poison and Freeze. Those two would be a nice combo.

For Red/Blue English, the code would be 01**18D0. You'll need to play around with ** a bit yourself, but I can tell you that 00 = None, 01 = Sleep, 10 = BURN.
I've found that for Gold/Silver (for anyone who cares), the code is: 00**EFD0. The hex values I've found for that one are AA=Alseep and POISON; FF=Asleep and BURN. I'm not sure if both games (Red/Blue and Gold/Silver) use the same hex values for in-battle conditions or not.
