Darn, this forum isn't as active as I'd hoped. Oh well...I'm just glad my account still existed after I hadn't even logged in for 4 years! =)
Anyways...the in-game description for Soul Dew is that it raises the Special Attack and Special Defense for either Latios or Latias. But how much exactly does it raise it by? Similar items like Thick Club for Marowak or Light Ball for Pikachu are said to raise Attack 2x (or Special Attack 2x). But based on observation using Lati@s w/ Soul Dew...it boosts Special Attack 1.5x only, and simultaneously boosts Special Defense 1.5x only. If so, the item is somewhat fair (not super broken like many people complain). I did not do any detailed tests though, just rough observation. Can anyone confirm?
FAQs I have seen online claim Soul Dew boosts Special Attack 2x, and make no claim about any boost to Special Defense. I don't think they are correct.

It's like an instant Calm Mind, 1.5x both Special stats.
The "cheapness" factor comes into play when you consider that Latios has base 130 Special Attack, or about 400 Special Attack at L100 with a favorable personality. Add a 50% boost to that and you're in Cheese Trio territory, especially considering the Special Defense boost would effectively neutralize the Ice and Dark weaknesses.

I agree Lati@s are probably the strongest Pokemon in the game with Soul Dew, but not to the point they are levels beyond any other legendary. Soul Dew itself is probably among the best items in the game, but not the best (Thick Club or Light Ball is better). The fact that one of the best items can be equipped to one of the best Pokemon to begin with, is what ends up very powerful.
Still, the power of Lati@s with Soul Dew is overemphasized due to the new Natures/EV system of Ruby/Sapphire. I've said it before and I'll say it again...I hate the new Critical Hit/Natures/EV system. They make the game too offensive to the point of making competitive gameplay less skill-based than before.
Everyone powers up your attacking stat and speed, because this is almost always the most optimal choice given the new restrictions on EVs. Less EVs than before (earlier, essentially, stat exp = max EVs in all categories for all pokemon) also naturally makes all Pokemon be able to take 1 less hit to survive than before. Now the game is just too offensive and is all about striking hard and repeatedly with type-effective moves...quickly killing all Pokemon in both teams back and forth until one team barely wins. Healing, stat boosting, PP wasting, Poisoning, Spiking, OHKO teams, etc are all less influential now.
It's only because of this that Lati@s is too strong. If Lati@s with Soul Dew were put into the old Gold/Silver system they would not be as dominant...only about on par with Mewtwo and the other legendaries with Leftovers. Under the new Ruby/Sapphire global system Lati@s is a level beyond even Mewtwo and the other legendaries.
Note: Lati@s with Soul Dew can still be combated somewhat by attacking with Shadow Ball. Or just Slaking Hyper Beam or use any other Pokemons and Explode them away. Explosion is also too strong given the new offensive EV/Nature system. It was already too strong in Gold/Silver (it was just right in Red/Blue)...now it's ridiculous.

Ohya, but thanks Donald for confirming that Soul Dew is like an instant Calm Mind (and not like instant ultra broken R/B/Y Amnesia).

A guy by the name of tenchi17 on irc just recently edited a copy of the rsbots that he had and got rid of the ev system and personalities. It's kinda fun in the fact that everything actually survives at least one hit and suddenly Milotic can't OHKO Salamence. I figured that might interest you.
He also edited the names of the berrys back to gsc form and the stat boosters to names that make more sense such as Speed Berry in place of Salac.

Cool. Sounds interesting. I haven't ever battled on RSbot yet though (I battled heavily on multiple PBSes and GSbot)...but it does sound good. If they could edit back the Critical Hit system to G/S days that would be even better.
