I *think* that gender is based on a Pokemon's DVs. How is this determined exactly?

Gender is based on DVs. It is based on the attack DV only. As a rule of thumb, for species of Pokémon that can exist as both male and female, the males have higher attack DVs than females.

The way it works is, some Pokémon have a 50/50 chance of being male/female while some have a chance of being 1/8 female/male (stuff like that)

Anyway, for those 50/50 an attack DV of 0-7 = female while 8-15 = male.

Those who are 1 in 8 female (like Eevee and the three GS starters) an attack DV of zero or one is the only way they'll be female...

But, for those Pokémon who are ALWAYS male or always female (like Chansey) the attack DV is irrelevant...
