I'm not sure on this subject so it would be nice if someone could clue me in. What exactly is the effect of SweetScent outside of battles? That's if there is one.

It makes more Pokemon appear. You use it, and the Pokemon in the area attack faster and in greater number.

Actually, no. You use it in the grass and it starts a battle immediately.

So what happens when you use Repel in an area with low level pokes followed by a use of Sweet Scent? Could that be a possible way to catch Entei, Raikou, and Suicine faster?

Repel doesn't work with Sweet Scent. It doesn't affect the probablity of battling certain Pokemon.

No, it means that Sweet Scent will instantly stick you into a battle, and Repel is the one that doesn't work.
