Does anyone know the answer to this? I apologize if this has already been done, but it is something that i have wondered since beating Brock in Pokémon Red a few years back.

Where they give you the badge they say something like 'This is the **** badge, it lets your pokemon use Strength outside battle, and increases your pokémon’s ATTACK power' So is it actually true? Do the badges actually increase your pokémon's attack or not?

I'm pretty sure when you get a badge, it just adds a marginal amount of stat experience to al of your pokemon. And afterwards, any pokemon you catch will also benefit from this boost.

For pokemon blue, I looked at my attack on all of my pokes before beating Brock, and right after I beat him it went up 1 point each.

Traded pokemon can still reach max potential. Just keep boxing after obtaining Stat EXP. Traded pokemon is like having lucky egg (1.5x normal EXP, but same stat EXP). Therefore it takes it less time to reach lv 100, but the same amount of time to get to max potential...

unless you have pokerus

Lucky Egg and Traded are not 2x - I'll thank you (prepares deployment of old timer status) not to spread incorrect information around the place like that, if you want to do so, start working for Prima.

They are both 1.5x Level Exp.
