My understanding of this is that when you are par, the speed of the target is lowered to 1 quarter of its original value, or 6 stages. Since its been lowered by all 6 stages, you shouldn't be able to get it any lower by using things like string shot, constrict, scary face etc. Well, I witnessed my Pokemon get paralyzed on the same turn as I paralyzed the opponent, and then my opponent used icy wind to lower my speed a couple times so it could go first. What gives?

Edit: This took place on Stadium 2 if that makes any difference

The speed does get quartered by paralysis, but the modifiers (stages) remain the same. If you're paralyzed and then use three Agilities, you'll have the same speed you had originally. (* 4 / 4 = * 1) If you're paralyzed then get String Shotted six times, you Speed falls to a tiny one-sixteenth of its original value. (/ 4 / 4 = / 16) So, the paralysis's modifications are independent of the modifications caused by other attacks, at least in most cases. (Apparently, there's a bug in RBY, which you can read more about in AH's RBY guide.)

I was under the impression that this bug also exists in GSC, just not to such a high degree. It was said so on Metalloid Research's site, under Status Ailments, I believe. Also, the same bug pops up with A pokemon being burned, according to both AH and MR.
