I was trying to keep sane today at work, so I began thinking of JoltWak counters. One of the ones that makes sense (besides leading Ground) is to Thief the Thick Club off the Marowak on the switch-in, forcing it to Dance twice and possibly faint in the process.

My question is: Can you Thief an item off a Pokemon that has a Substitute up?

"An item will not be taken from the opponent if the using pokemon is currently holding an item or if the opponent has a Substitute up."
