If Proteins and similar items modify DVs, than it might be possible to make a non-shiny Pokemon shiny.

Forgive me, but, if I don't do this, someone else will...

NOTHING CHANGES DVs!!!!

Once you catch a Pokémon it's DVs are set in stone and will NEVER CHANGE!

The only way DVs will change is if you use a gameshark.

So, there is no way to make a non-shiny pokemon shiny without cheating (using gameshark)

Protein doesn't modify DVs. DVs are set for each Pokemon and don't change unless Game Shark or a similiar device is used. IIRC, there is a glitch using R/B/Y which you can use to produce a somewhat similiar effect.
