Does a Substitute block Whirlwind/Roar? I tried a search on this, but didn't find anything.

Substitute cannot prevent Whirlwind/Roar, but can evade Whirlwind/Roar by increasing evasion.

[Sorry for the misunderstanding.]

I feel like Poccil meant this....

A substitute doll does not prevent Roar/Whirlwind.

But, if you use double team and your opponent uses Roar/Whirlwind, it can miss.

Indeed I was.
When dealing with information like that it is best to be concise with your language, or the same question will be asked a million times.

Maybe Poccil could start stealing some sentance structure instead of just information.
