If two Pokemon use Roar/Whirlwind and don't have the same speed, whose Roar/Whirlwind will work, the faster, or the slower?

(This is important information, as this may affect one of the Pokemon on my Sneak3 G/S team.)

And if you have a Pokémon that can learn both whirlwind and roar, teach it whirlwind. Whirlwind can hit a Pokémon that is in the air (just used fly) while roar cannot.
