If you've played around with Azure damage calulator (and who, if any of us, HASN'T?), eventually you'll wind up trying for maximum and minimum damage. Well, with low enough power and *0.25 effectiveness, it says it'll do 0 HP damage. But the game surely sets damage to a minimum of 1, right? I yanked out Pokemon Blue, pulled my level 55 Dragonite (146 Special) out of the box, and Flew to Route 24, where I battled until I found a level 13 Bellsprout (23-27 Special). The damage calulator predicts that Vine Whip (35 power, 99.6% accuracy) would do 0 damage. Draggy played the pokeflute, and Bellsprout used VineWhip. And...

Vine Whip missed!

Sure, that's possible. There IS that annoying 0.4% chance. So I kept blowing that Pokeflute, and...

The next three VineWhips also missed.

One miss is possible, but four consecutive 99.6% moves missing is a 1/4,294,967,296 chance (that's right, one in four billion). So now you have a useless fact to laugh about: 99.6% accurate moves WILL miss if they would otherwise do zero damage.

Oh yeah, this experiment is highly repeatable -- just take any pokemon who is 133 or higher Special and *4 resistant to Route 24 and look for Bellsprouts. In G/S it's even easier -- you can find level 3 Bellsprouts east of Violet City, and you only need 50 SD to cut them down to 0 damage.

Oh yeah, the fifth VineWhip hit... a Critical Hit! And, if you plug the numbers, CHs will do usually do 1 damage not 0, sooo...

That's because, when damage dealt is lower than 1HP, the move automatically misses anyway.

There is, but one exception to the 0 damage policy. If a multi-turn normal type move is used on a ghost pokemon, the move will have no effect on the first turn and continue hitting for 0 damage on the next few turns.

I tried it too with my level lv57 Draggy (138 spc) in blue and vine whip missed then the damn Bellsprout got smart and used growth twice and every hit after that took 1HP.

My conclusion: Bellsprouts are smart. We must destroy them all (an ice beam did that nicely btw).

phunny... in g/s it just hits and does 0 damage. get a mega happy wigglytuff, give him frustration, and start swingin'. it's fun.

I saw the same thing when messing around with a Zubat and a Ditto on PokeSta 2. Leech Life w/0 damage still recovers 1 HP, oddly enough
