I was looking through a Pojo magazine, and saw a Neo 2 article, with a full card list and info...

All the Unown's Pokémon powers were the same as the Gameboys code...

A had the power Anger
F had the power Find

So the whole Unown code was made for the Card game, for money purposes. Really weird, but I guess that's really what Nintendo was all about when they made this...

That doesn't necessarily mean that they were designed for the card game first. Perhaps GameFreak came up with the Unown and their associated words, and Wizards adapted them for the CCG.
