On the site, it says Struggle is a normal-type move and cannot affect ghost pokemon.

Has this changed in G/S? A friend I was talking to said she Spited a Ho-oh, and the Ho-oh used Struggle and KO'd her Gastly.

Struggle is now a Null-Type move much the same as Future Sight. It can hit any type and suffers no modifiers.
