Can anybody tell me the min/max power of reversal and flail? Is it worth trying to use them, at least just for fun?

These two attacks can do up to 200 HP damage:

If user's current HP is greater than 0% but less than 4.2% of his Max HP, the attack does 200 base damage.
If user's current HP is greater than or equal to 4.2% but less than 10.4% of his Max HP, the attack does 150 base damage.
If user's current HP is greater than or equal to 10.4% but less than 20.8% of his Max HP, the attack does 100 base damage.
If user's current HP is greater than or equal to 20.8% but less than 35.4% of his Max HP, the attack does 80 base damage.
If user's current HP is greater than or equal to 35.4% but less than 68.8% of his Max HP, the attack does 40 base damage.
If user's current HP is greater than or equal to 68.8% up to 100% of his Max HP, the attack does 20 base damage.
