A clarification on which part of it still being in effect that you're referring to would be helpful. I guess I'll just spell it all out, as the information will be in there somewhere.

In G/S: Lock-On "bridges" between switches by either player. A pokemon that you switch in after the use of Lock-On will enjoy the 100% accuracy effect on it's first turn. When your opponent switches out a pokemon that has been hit by Lock-On, the effect of the move is not cancelled. The pokemon that your opponent brings in will be hit by a move that enjoys 100% accuracy.

In Stadium 2: Lock-On "bridges" between switches made by you, not by your opponent. Lock-On's effects can therefore be escaped by your opponent when they switch the targetted pokemon out.

There is also special behavior with regards to Fly/Dig that isn't covered anywhere else, but that's a different topic.
