All the move lists I've seen show both Rain Dance and Sunny Day affecting Thunder, but only Sunny Day affecting Solar Beam. I thought this seemed weird, so I decided to run a test.

Lv.70 Meganium vs. Lance's Gyarados (Lv.44?)

The first time, I let Gyarados use Rain Dance and then blasted it with Solar Beam, bringing its HP down to about 20%. I reset and tried it again, and it brought his HP down just into the red zone.

I then reset and allowed Rain Dance to deactivate before Solar Beaming; result: KO'ed Gyarados. I repeated this test as well and it fainted again.

While my Meganium is too high of a level to determine the precise effect, I'd be willing to wager that Solar Beam deals 1/2 normal damage under Rain Dance when subject to additional testing. I doubt that the 229/255 randomness would be enough to account for the discrepancies, although I don't know how enemy stats are calculated.

Yes, it's been established that Rain Dance cuts Solar beam's power in half (down from 120 to 60).

so does that in clude STAB when u half it??
and another thing, doesnt rain dance make evening ??, and synthesis only heal something like 1/5?

Don't worry Rolken. I once created an original Slowbro moveset. I posted it up on a team rating board, and pondered why everybody called my Slowbro a "Tobybro".

I believe that Rain Dance makes Synthesis, Moonlight, and Morning Sun heal up 1/2 what it would normally heal.

Porygone is correct about Rain Dance and the Grass healing moves.

Mewtwo's fortress: Normally, Solarbeam has 120 base power (180 with STAB). If Rain Dance is in effect, it will have 60 power (90 with STAB).

BTW, this is definitly a retarded question, but does Sunny Day affect Morning Sun/Moonlight/Synthesis?

doesn't sandstorm do the same thing? i was always under the impression that rain dance, sunny day, and sandstorm were all weather modifiers and all figured into the same equations, and that using one would negate either of the other two previously in effect.

If sunny day is in effect Morning Sun, Moonlight, and Synthesis double there healing power.

Strange but how can moonlight double its power if a sunny day is in effect???

Yea, Sunny Day's original name was Clear Skies, and a cloudless night would let more moonlight through so it makes sense.
