He means No, if you can put Confuse Ray on your monster it's much better as it affects all critters, but if it's all you can get, put it on a female.

Confusion affects all Pokemon of every race, breed, and gender (or non-gender).

Attract will only work if the enemy Pokemon is the opposite gender of the Attract-user. It has no effect if used by or on a non-gender Pokemon (like Staryu, Porygon, etc.).

Confusion causes the opponent to sometimes attack itself.
Attract causes the oppoent to sometimes stop attacking for a turn.

Switching a Confused or "Attracted" Pokemon causes the status change to end.
Switching the Confuser has no effect on the Confused, but switching the Attracter will end the affect of Attract (I'm pretty sure, at least).

Confusion is not a TM, though Swagger is. Attract IS a TM, but one of a kind.

Confusion can wear off.
Attract dosn't wear off, at least when I've experiemented with it it hasn't.

Why not use both? That'll really screw 'em over. Try something with confusion, attract AND paralysis. Hoo boy, now that's evil.
