Does hidden power change from type to type, pokémon to pokémon, or will the same pokemon have different hidden powers?

And what makes this such a common move for a team, its only 71 power right?not totally sure

Hidden Power has a type other than Normal, and a power ranging from 31 to 70, both of these depend on a Pokemon's genes

I know the d.v's needed for different the type's for hidden power, but what are the d.v's for determining it's base power?
