Scizor is slower than Scyther. Do if I raise my Scyther to max stat speed and evolve it; will it have the speed of Scyther and the Attack and Defence of Scizor?

No. It will have the max speed of Scizor.

Poliwhirl and Poliwrath behave the same way.

So the pokemon loses speed stat when it evolves? That blows...... I wish I could bend the rules...
