I've never seen an explantion of exactly how it boosts/lowers your stats (One-time, greatly, or normal?), so I decided to test it for myself. Using the Vida Translations patch, I pitted a Cursing Slowpoke against a Zubat. I used Slow six times, each of which gave messages about increasing Attack/Defense and decreasing Speed. On the seventh time, it said that (gibberish) stats were at max.
Ongoing Reseach: Can Slow be used if one of the affected stats has been altered through the use of moves like Brat, Screech, and Agility?
Note that this means that Slow isn't very useful unless your Pokemon has a recovery move.
BTW, where is the Curse/Slow TM found?

It increases attack and defense each by one level (I.E. growth, sharpen, etc) and lowers speed by one (I.E. string shot)
But if used by a ghost you lose half of your max HP and cause the enemy to take 1/4 max HP everyturn... -Givera
