I caught myself a lot of electrodes in the unknown dungeon, and once i caught a good one and was going to teach it some moves, i realized that they had already forgotten screech. I figured that this was a time for gameshark to come in. I taught it screech and then gave it pp-ups. It ended up with 61 pp. Then i did the same thing with my vaporeon and acid armor ended with 61 pp. Is this just some kind of glitch caused by gameshark, or do all 40 pp moves end up with 61 pp?

All 40 pp moves turn into 61 pp moves. Its not a glitch.

Yes, 61 is the max. The predicted value, 64, cannot be achieved within the space allowed:

So it could go to 63, but doesn't. I wonder why the made that design call...

Actually, I was thinking about Defense Curl on a Chansey just to make sure no one would EVER want to play me in pokémon again.

I know that PP wasting to that extreme extent is very effective, but um, I fail to see how it'd be "fun".

*Player1's Chansey used Defense Curl!*
*Player2 switched Sandslash for Tentacruel!*
*Player1's Chansey used Defense Curl!*
*Player2 switched Tentacruel for Sandslash!*

And on. And on. And on.

Yes, I see how it could be effective in stopping people from wanting to play you, but...

(Besides, if I used a PP wasting stragety, it'd involve Rage, so I don't need to do anything. =P)

Well, a good PP waster either has a method of blocking the switch (meaning that it is to occur AFTER all other monsters have fainted), or a method of dealing damage from time to time (notably if they start to switch it's usually a good time to pounce on the weaker one so that they regret that).

Sometimes you just *want* them to switch, and that was your whole point (Mewtwo comes to mind here).

Obviosly, if you have no way of winning, you should concede...

Staller's with no attacks are just gay, switch, switch, switch, and the guy runs out even if he has 61 pp of everything, of course three pokes full of this is enough to make anyone forfeit.
