Well, after intense tesing, it seems that paralyzation and speed have no relation to each Multi-Turn Attacks. I sent this to JToad already, but hes got a lot of work to do so I thought I would share this with you guys while he does whatever (at least I hope he got it. I sent it twice :c ) But I have updtaed it a little and fixed some mistakes.
All attacks were used against a lv 5 ratata with infinite HP. Attacks listed under pokemon that used them. Each Attack used 100 times (I hope, adding is hard)
Beedril lv 5, stats 22/13/10/15/12 below
Comet Punch: 2 times:42 / 3 times: 35 / 4 times:10 / 5 times:13
Bind: 2 times:35 / 3 times: 36 / 4 times:14 / 5 times:15
Fury Attack: 2 times:37 / 3 times: 36 / 4 times:8 / 5 times:17
Wrap: 2 times:31 / 3 times: 40 / 4 times:15 / 5 times:14
Beedril lv 100 max stats: below
Pin Missle: 2 times:38 / 3 times: 35 / 4 times:21 / 5 times:6
Clamp: 2 times:44 / 3 times: 36 / 4 times:13 / 5 times:12
Fire Spin: 2 times:45 / 3 times: 38 / 4 times:16 / 5 times:12
Spike Cannon: 2 times:31 / 3 times: 38 / 4 times:13 / 5 times:18
Charmander lv 6 20/12/11/12/11
Barrage: 2 times:43 / 3 times: 36 / 4 times:12 / 5 times:9
Fury Swipes: 2 times:41 / 3 times: 44 / 4 times:7 / 5 times:8
As you can see, they follow a pretty basic pattern. Mean Average of all attacks
2 times:38.7 / 3 times : 36.8 / 4 times:12.9 / 5 times: 12.4
Uses of agility on all pokemon produced simaller averages: 2 times:37.5 / 3 times: 37 / 4 times:11.9 / 5 times: 13.7
Uses of thunderwave on enemy were likewise:
2 times:37.9 / 3 times: 37.3 / 4 times:12.8 / 5 times: 12.4
(I know they don't add exactly up to 100, but close enough)
As one can see, using Agility or thunderwave will help your poekmon, but not towards hitting more, numberwise. Enjoy.

Well, now I now Pin Missle really is a worthless piece of trash for sure.
D'oh, I'll have to raise another Beedrill.

Now that we know Speed has nothing to do with multi-turn attacks, can anyone think of a mathematical explanation for how many turns will occur? It seems the average is roughly:
2 turns: 37.5% / 3 turns: 37.5% / 4 turns: 12.5% / 5 turns 12.5%

Any explanation why this is?

In addition eventually someone should test the distribution of Sleep turns. I don't feel that it's a uniform distribution from 1-7 turns like Azure Heights believes. It is probably something similar to the multi-turn attacks distribution.

TeamPA says that 2 and 3 hits have a 37.5% chance and 4 and 5 hits have a 12.5%... but that's for G/S obviously... though it does seem to line up with your numbers....
(Oops... I just read the post and noticed Porcupine already made that formula hehe ^_^)

I'm sure multi turns are calculated BEFORE you actually attack, cause Stadium just wouldn't come out with an image of a pokémon being hit, with full animation, at random. It just wouldn't happen, there are too many variables.
But if it IS random, then I applaud Nintend for a great pice of coding
