How does the game determine when a Pke is fully paralyzed??? I've seen some go long matches without being fully parayzed. Does this mean that the chance for full does not increase each turn?? Does it say anywhere that the chance SHOULd increase every turn??

I'm pretty sure it's a random roll each round. I've gone fights getting fully paralyzed each round for a few rounds, and also had it never bother me for a long time. My limited testing isn't enough to prove it, however...

I'm with cfalcon on this one, I think it's always random. Seems to be much less effective in Stadium, too, but I don't have enough experience to say for sure.

It is quite random it is, like the lottery it is. I don't care much for defense-type moves (unless it's something like Swords Dance or an inducer of whatever), but I have used Body Slam, and I think it is completely random. Though, using that example, Body Slam tends to fully paralyze about 15 out of 100 times. (This may not be accurate, I'm going by own judgment here)

Paralysis never works for me unless I'm the one who's paralyzed.

It's not hindered at all in Stadium...I've had many opponents fully paralyzed three or four times in a row...now in R/B/Y I've never experienced that many...

That's something I've noticed too. Status changes have been somewhat altered in stadium. Sleep NEVER lasts longer than 4 turns.
