I'll take it out for a spin on RSBot sometime soon enough, but I thought I'd just post this up and get maybe one or two comments before totally making a fool of myself with my crazy ideas.
Skarmory - Steel Wing/Drill Peck, Rest, Whirlwind, Spikes @Chesto Berry &Sturdy
Focusing the stats on Hit Points and the Special Defense should help to give the sort of Skarmory experience from Metallics, but as a starter. Why? Spikes. And Whirlwind. Get some initial damage, and scout out what the opponent has. Restberry to keep it alive for later, if possible. Steel Wing or Drill Peck would be the comedy attack option if I get a chance, but mostly it's just there to be there.
Starmie - Cosmic Power, Recover, Psychic, Skill Swap @Leppa Berry &Natural Cure
Going for Hit Points and Special Attack with this one, mainly since Cosmic Power will increase those defenses, and Recover is staying power. Skill Swap is here because who expects you to throw away Natural Cure? I might just go for Illuminate just to be entirely useless to the opponent later, but, I don't have any status moves so I may as well have it here to use before I do a switch, and if there's no good switch to be have I already have a good trait.
Dodrio - Drill Peck, Return, Rest, Endeavor @Shell Bell &Early Bird
Focusing on attack and speed here. We try to hit hard, endeavor if it's going to hurt them bad enough, like on some fresh meat when Dodrio's down for the count and it'll be more benefical to put the opponent down and out than Rest up Dodrio.
Heracross - Megahorn @Choice Band &Swarm
Another attack and speed focused Pokemon here. It's basically a sweeper with no setup needed other than switching it in and constantly using the same attack. Owned by alot of the new counter-defensive stuffs, but it can hopefully remove the threats or deal enough damage anyway. If it gets put in Swarm territory, it's fun to watch the exceptionally boosted Megahorns drop Pokemon switched in in one hit.
Wobbuffet - Counter, Mirror Coat, Encore, Charm @Leftovers &Shadow Tag
Focusing on Hit Points and Defense. Special Defense can handle itself since it's not likely to come across Choice Banders like that, is it? Anyway, I've been owned by a few Wobbuffets when I've tried different sweepers, so, it's time to use one myself.
Kecleon - Skill Swap, Snatch, Return, Brick Break @Quick Claw &Color Change
Well, actually, it's probably not best suited to this team, but, the idea here is to debilate an opposing Pokemon before it can r0xx0r your team. Since Skill Swap would give them the combo-attack ownable Color Change, and Snatch could stop some powering up on their behest. Then Return and Brick Break to try and let Kecleon combo them abit. It probably doesn't fit this team, though
Anyway, it's a reasonably crazy enough team. Two pokemon on counter-defense, two on attacking fast, and two being kinda normal.

Skarmory can't have both Drill Peck and Whirlwind, even in 386.
Put Leftovers on Dodrio, unless you're playing item clause for some reason. You'd have to do damage greater than half your max HP every turn for Shell Bell to be better.

Tghost plays pokemanz wtf? I thought you like quit or something..
Skarmory: At the moment, you're good to start Skarm... when it was a more popular starter, Magnetons made an appearance as counters up front. Skarm can Roar now, so go with that instead of WW for the "official legal moveset." Drill Peck is good as the attack, though many people tend to use Toxic instead just to save the effort points and not worry about the attack stat at all. It's not a great attacker anyway. Leftovers are good, no need for Chesto Rest really.
As for the stats, I'd just max the HP and Defense and make the nature Impish (+Defense, -Sp Attack). Skarmory has always had a main focus of defensive tank.. no need to change that now. And even with stats focused on the special defense, it's not high enough to reliably do you any good. Better to just let it eat away at physicals.
Starmie: Cosmic Power sucks. It gets eaten alive in RS by all the choice banders and beastly attackers and what not. Plus, Starmie does not have the stats to pull it off. I'm under the impression that you think Skill Swap will be helpful. Honestly, it won't. There aren't really any worthwhile traits to grab out of the popular and overused pokemon and Skill Swap's effects are gone as soon as your opponent switches out. The whole thing, I know, looks good on paper, but it's one of those things that just seem to fail.
If you wanna use Starmie still, I'd try Calm Mind, and Ice Beam, Surf, Psychic, or T-bolt. Whatever attacks suit your fancy. Max the special attack and speed and make it Timid (-attack, +speed) in nature. RS is about quick attacking for the most part and that's what Starmie can sort of do.
Dodrio: Dodrio is pretty frail and this is an intersting set to try and take advantage of it. For the set you have, Leftovers would be better. Shell Bell for the most part sucks.
It seems to do better as a Choice Bander, though. DP, Return, Quick Attack, and Ground Power are the "standard" moves seen on the Choice set. Quick Attack and the Choice Band are powerful enough to get the faster frail pokemon like Alakazam and KO them. It works pretty well.
Heracross: Why only one attack? After switching, the attack Choice Band makes you use is reset, so you can do more than one move effectively. Fillers never hurt anyone. Quake and Focus Punch are good fillers along with Brick Break. Focus Punch with Choice Band is damn nice to nail switching Skarms with. It's your call, but with the random Will-O-Wispers out there, Guts might be more helpful overall. Plus, Guts works well with Wobbuffet. Predict a Toxic and pull Wobb for Hera. MMmmm...
Wobbuffet: Yeah that works, though I've also seen people use Safeguard over Charm because poison is generally Wobb's downfall. Sometimes it's hard to avoid.
Kecleon: Heh. Cool set. If it works, go nuts. I just don't know stat wise how well it would handle. I'm guessing put the effort points into HP, Defense, and Attack and pick either Adamant or Impish. It's looking like you need 2 turns before Brick Break gets to do its stuff, though, so I'm not sure how successful this will be. I like the idea itself though. Another one of those "it looks sweet on paper" sets.
The team as a whole looks alright, but the problem is that I don't think you've seen what it's like on say RSbot. It's a pretty fast paced game compared to GSC and banks on blitzing with a few defensive tanks to back it up. Pokemon like Kecleon and Starmie are generally hard to use stratigically with actual thought out move combos. You'll see what I mean when you test for yourself.

Tghost plays pokemanz wtf? I thought you like quit or something..
Not so much quit as slowly losing the time and focus to play Pokemon over the past, umm, 1 possibly going on 2 years...has it been that long?
Skarmory
Actually, I might rethink the whole Skarmory thing. It smacks of "I'm stuck in GSC"ness.
Starmie
Well, fuck. If we're all into quick attacking, then I'm going to have to find better sponges.
Dodrio
I've thought of Choice Band for here but really I want to be able to go Return, Return, Return .. oh, it's a Choice Bander, WHAM! ENDEAVOR! WHAM! REST! I mean, if it works just once it's pulled it off, hasn't it? Just got to see how flimsy it is.
Heracross
Because there's only one attack worth it's weight in salt from Heracross and that is Megahorn. I mean, the way I play it in comes into battle once, and it slogs. It switches out only if they pull in something it's going to fall too, and it puts out a reasonable sized dent in most Pokemon sort of Skarmory. If they switch in a Skarmory, who cares? I can switch easily enough out, can't I? I mean, what's the Skarmory going to do? It's those bloody Wobbuffets that get it.
Focus Punch wouldn't be so hot. It'd give a sure sign that "if my Heracross wants to deal damage ever again I must switch him out now".
Guts could be an idea. It won't last long enough for Toxic to take it down anyway, but, it's cue to switch in is when the opposing team is down and out, not when someone uses Toxic. I'll think about it.
Kecleon
Yeah. It's a paper Pokemon...

I haven't spent much time on RSBot. I've had maybe, one or two battles, and only about half an hour of idling watching some battles to get the feel of it. To be honest, R/S is a completely different direction of the game to where I'd be more comfortable with it, but, I'm trying to get into it regardless.

Yeah, so far RuSa is all "Hit hard and fast"... Metagross, Salamence, and Gyarados own the field for physical moves, and Metagross, the occasional odd Salamence, and Sceptile run the Special attack division.
Hmmm... Skarmory... yeah, so long as they don't have a Fire-attack on their starter [most people don't, like in GSC].
The Cross is relatively standard, Dodrio.... Well, most people can judge well enough to know if it's Choice Banded or not. An extra 50% damage running off of a 102 STAB attack is usually noticable. Plus, Dodrio is known to hurt. A lot.
Wobby and the Lizard.... well, your call.

Skill Swap's effects are gone as soon as your opponent switches out.
I'm pretty sure this isn't right. I know that in the Battle Tower, enemies have Swapped my Slaking's Truant, and after they were defeated Slaking was still able to attack every turn.

But that would be because you didn't switch out, right? I'm assuming Skill Swap is like stat upping... it remains until the pokemon that was effected is withdrawn.

Right, but you said that it reverts back when the Swapped opponent switches out...

He meant the skill the opponent got is gone.
If the opponent has a Slaking, and you skill swap it, and it switches out and comes back in, it'll be Truant again.

Ah, I get it; we were talking about opposite sides of the effect. I was thinking of the new ability that Starmie stole, while Telefone was thinking of the worthless Illuminate that the enemy got temporarily stuck with.
