Evasion clause only ever existed, in actuality, in the later tournaments of R/B/Y. With Roar and Whirlwind becoming more popular in G/S/C, and Mean Look/Perish Song and a bunch of stuff forcing things to defend, it wasn't ever that much of a problem. If something really wanted to Double Team, just use Perish Song, and it's gone.
Plus, Baton Passing brought on the age of the Hazing and Pseudo-Hazing.
The only time you'll see that clause in G/S/C is when some paranoid person who didn't prepare for it is battling you.

I always thought Uproar had an interesting ability, but its hard to find situations where it can be useful...

Not much I can really add to this team, only that your Dusclops gives me mad wood. Reminds me of the old days when people used to throw Siesmic Toss around.
