Stat mods should be taken off the ban list. Sure they make a battle long and a little bit annoying but it is strategy however. Punch for punch games are boring in R/B/Y and the pokemon with better stats will usualy win. Strategy however makes it possible for my Tangela to kick the living crap out of a Mewtwo thanks to stat mods.

Tangela: Toxic, Bind (Usless move unless combo with Toxic), DOUBLE TEAM, Rest/Solar Beam

Tested out the chances of winning and Tangela won 85% of the time 85/100 battles.

Mewtwo had: Psychic, Recover, Amnesia, Ice Beam

Without stat mods everyone might as well play with Mewtwos that only have offensive moves. It is like as if you took the Bishops and Knights out of Chess. Reconsider it guys. I know not everyone has to agree with this, in fact no one does but I do make a valid point. It is after all my OPINION not one of the ten commandments....LOL.

Stat mods are not banned, just evasion moves.

Reason being is people can just slap double team/rest of everything thanks to the fact they're available to every Pokémon, and if both competitors do this you're looking at some pretty boring and shitty battles.

Not only that, but with an entire team dedicated half its movepool to afforementioned crap, the variety becomes mindnumbingly boring. One can make some pretty versatile sets with four moves at their disposal, but with only two possible after double team/rest, this isn't an option.

And holy crap, toxic is the worst "tactic" in all of RBY. Toxic plus bind/wrap/fire spin is great against Stadium AI maybe, but against anyone over 6 years old, you're doing them a favor. Once getting hit by toxic, any smart person with simply switch out nullifying the cummulative damage of toxic. And stadard issue poison is a blessing in RBY since it renders them immune to paralyze, sleep and freeze.

And there is NO WAY whatever you listed is possible. 85/100 success rate? Good lord, way to make up some bullshit. Even with minimum stats, Mewtwo will be faster than a max stat Tangela. Even with minimum stats, Mewtwo's ice beam does 50% damage to a max stat Tangela. So turn 1 sees an ice beam met with toxic, turn two you're dead. Or turn one sees an ice beam met with double team, it's highly unlikely the next one, let alone two, will miss. Couple all this with Mewtwo's godly CH rate, and get serious. Not to mention the fact that unless this is 1v1, Mewtwo can just SWITCH OUT then back in and be free to amnesia up to sweep.

The ignorance here is borderline infuriating.
