What's the point of putting King's rock on say a death starmie when it doesnt' have any flinching moves? Cuz King's rock increases the flinch rate.

I think it ADDS a flinching rate to non-flinch attacks. If I remember correctly, my Crobat's Wing Attack caused a flinch.

Question is does it INCREASE the Flinch rate of a Flinching move....hmmmm...

Yes it also increases the flince rate for moves that already flinch. *has tested this many many times with Houndoom's Bite on wild Rapidash*
