Is there a way to dupe them without a gameshark?

Yep! This works for anything else, too - stat boosters, pokéballs, you name it.

Take a Rattata or something and make it hold whatever you want duplicated. Save, put it in a PC box, then change boxes. When it says "SAVING..." switch the power off. When you switch back on you should have a Rattata clone and another item to go with it. Remove the item, then release the cloned Rattata(I have a rattata specially for the duping job so I don't have to catch a new one every time). It's a lot slower than Missingno, but it works. And obviously, if you want to clone a pokémon you can do this too(though, ethically, I prefer to just do it for items).

As far as I know, it's perfectly safe - apart from causing a cloned rattata infestation all over Johto, that is.

It's not PERFECTLY safe. I recall that if done incorrectly, it may erase the Pokemon and the Item on it. But, as long as you follow the rules, no worries, eh?

A plague of Ratatta would only cause Rattata eating Pokemon (probably Meowth and the like) to thrive and become more common, so go ahead, and make more Rattata!
