I've started playing Pokemon Ruby again and want to get back up to par with many others like I was in Pokemon Crystal. So I have a long list of questions that I need answers to. Please don't post a link to Pokemon Forever and say "there is the info, read it" as I didn't find answers to my questions there. In particular I checked the EV info at PokeFor.
How does the weather system work?
Does rain have any effect on berries?
How do PokeBlocks work?
Exactly how is status affected by Effort Values? The formula and a brief explanation is what I'm looking for.
What ribbons can be won?
Exactly how does watering berries make them grow faster?
I know that if you find a special phrase for a rare berry from the Berry Master’s Wife and try using it again it won’t work. If you lose the berry, will it work again?
How does training affect gaining status by leveling up?
Do sandstorms affect accuracy in RS? In GSC?
What are the rare Pokemon in RS that normally must swarm for you to find them and where are they?
On Route 119, in the spots that there are Feebas, what is the chance of spotting them?
Does the Berry Master give different berries or are they the same every time?
After berries can be picked, how long will they stay pickable?
In the Berry Blenders, what factors affect the PokeBlocks that are made?

Who's number 387 supposed to be? Missingno? Or are you including the newly announced Gonbe in this?

How does the weather system work?
Rain - caused by the move Rain Dance, and Kyogre's Drizzle ability. It also randomly occurs on certain eastern Routes.
The power of Water-type attacks is increased, while Fire-type attacks are weakened.
Thunder becomes 100% accurate.
Morning Sun, Synthesis, and Moonlight restore 1/4 of the user's HP.
Solarbeam's power is reduced to 60.
Pokemon with the ability Swift Swim get raised Speed.
Castform becomes a Water Pokemon, and its Weather Ball becomes Water-type and doubles in base power.
Sunlight - caused by Sunny Day, or Groudon's Drought ability.
Fire-type attacks are boosted, Water-type attacks are weakened.
Thunder becomes 50% accurate.
Morning Sun, Synthesis, and Moonlight restore full HP.
Pokemon with the Chlorophyll ability get double Speed.
Solarbeam can be used in one turn (no charging).
Castform and its Weather Ball become Fire-types. Plus, Weather Ball's base damage is doubled.
Sandstorm - caused by Sandstorm, or Tyranitar's Sand Stream ability. It's also automatically in effect in the Desert on Route 111.
Pokemon take a small percentage of damage at the end of everyone's turn, unless they are Rock, Ground, Steel, or have the ability "Sand Veil".
Pokemon with the ability Sand Veil get increased evade (IIRC, it's roughly equal to a single Double Team).
Castform's Weather Ball becomes Rock-type, but Castform remains a Normal-type.
Hail - caused by Hail.
All non-Ice Pokemon take a percentage of damage after everyone's turn.
Castform becames an Ice-type, and Weather Ball doubles in base power and becomes Ice.
Does rain have any effect on berries?
I've been told that the rain will water the berries for you, but I've yet to test this.
How do PokeBlocks work?
PokeBlocks will raise a Pokemon's "condition". Condition has no effect on Pokemon, aside from helping them win Contests. The only exception is Feebas, which cannot evolve unless its Beauty is maxed out.
PokeBlocks are rated on several factors. The first is Level. Level is based on which berries were used to make the Block (basically, the rarer the berry, the higher the level). The higher the level of a PokeBlock, the more it will raise a Pokemon's condition when fed.
The second factor is Feel. Feel is based on how fast you got the Berry Blender to spin while making the Block. Note that this is easier to do when you've got more people at the Blender, which makes Lilycove the best place to make PokeBlocks in the game. Of course, human players work MUCH better. Essentially, each Pokemon can only eat a certain amount of PokeBlocks. The lower the Feel of a Block, the less it will cause to reach its limit. Thus, to feed a Pokemon lots of PokeBlocks, you'll want lots of Blocks with low Feel.
Finally, the block will have flavors. Depending on the flavor, the PokeBlock will raise certain parts of a Pokemon's conditon, but leave other unchanged. For example, a Dry and Sour PokeBlock will raise Beauty and Smart only.
Finally, nature will affect how a Pokemon reacts to a PokeBlock. If a Pokemon likes the flavors of a PokeBlock, it's condition will be raised higher than normal. Likewise, if it dislikes the flavor, it won't change its condition very much.
I believe PokeFor has a list of which Nature works best with each flavor. There's also a person in the game who will help you learn which Blocks are best for your Pokemon. I THINK he's in Mossdeep. If not, check Lilycove.

Essentially, every four EVs a Pokemon gets will add one total point to its stat by Level 100. I don't have the exact formula, sadly. But basically, the EVs will become more apparent as your Pokemon levels up.
What ribbons can be won?
GameFAQs.com has a total list of ribbons.
So far, in R/S, you can get 20 ribbons from contests (Five different classes and four levels), beating the Elite Four, maxing out EVs, getting 50 wins in the Battle Tower (one for Level 50, another for Level 100), and for having your Pokemon get painted by doing VERY well in a Master Class contest. Those are them all, off the top of my head.
Exactly how does watering berries make them grow faster?
It doesn't quite make them grow faster, it just makes them grow more. Essentially, you just have to water the berries one during each of their different "stages" to get extra berries. For example, water it when it's first buried, then when it first sprouts, then when it grows taller, etc.
Otherwise, you'll only get a very small amount of berries. In fact, with certain berries, you'll only get one, which means you just wasted several days, since it took one to grow that single berry.

Nope. You'll just have to plant and water the berries you get if you want more (unless you have access to Fire Red and/or Leaf Green).

I don't quite understand this question...
But basically, leveling up applies EVs to a Pokemon's stats, IIRC.
Do sandstorms affect accuracy in RS? In GSC?
I don't think Sandstorm's ever really affected accuracy.
The only way Sandstorm will affect accuracy is if a Pokemon has the Sand Veil ability, which boosts its evade during Sandstorm.
What are the rare Pokemon in RS that normally must swarm for you to find them and where are they?
Skitty and Surskit are the "swarm" Pokemon in this game.
Skitty appears on Route 116, and Surskit's at Routes 102, 111, 114, and 119.
In Fortree City, there's also a girl who's willing to trade her Skitty for a Pikachu (Safari Zone).
On Route 119, in the spots that there are Feebas, what is the chance of spotting them?
Roughly 40-50%.
Does the Berry Master give different berries or are they the same every time?
The Berry Master gives different berries, as does the little girl in the Flower Shop, the boy in front of Lanette's house, the girl on the left side of Sootpolis, and the man in Lilycove. The woman at the intersection of Route 120 and 121 always gives the same berry based on your ID number, and the little girl arround the Route 111 entrance to Route 113 always gives the same kind.

I'm not sure, but they stay there for several hours.

Haze and the one-use hold item, White Herb. I can't recall any others at the time.

"Stats" usually refers to things like HP, Attack, etc., while "status" tends to refer to things like Sleep.

IIMO, Jirachi works best as a Rain Dancer. It's best to have it as Timid (for Speed) or Modest (for Special Attack). Teach it Rain Dance, Water Pulse, and Thunder. Rain Dance gives Water Pulse a power boost, and Thunder an accuracy boost.
Jirachi's Serene Grace helps Thunder's Paralysis rate a bit, but ups Water Pulse's confusion rate to about 60%.
The last move is up to you. Psychic is usually used, but some people prefer a healing move.
Oh yes, and Leftovers is generally the item of choice, but Lum Berry can be used, too.

Porygone, thanks a bunch. Oh, and regarding that one question you didn't understand, upon reflection, I don't understand it either. ^_^;; When I typed it I should have better worded it.
