I was fighting a Meganium in, I think, the Phenac Colleseum. I successfully used toxic on it with my Shedinja. It kept synthesizing, and, after a while, I noticed that toxic appeared to be stuck at taking half its HP at a time. Perhaps I misread the gauge, but I'd be interested if anyone can confirm or deny this.

I've noticed that also, I'm not sure but it also might be like this in ruby and sapphire.

Dunno about Colosseum, but I can confirm that Toxic does indeed go all the way to 16/16 HP depletion.

Toxic has indeed changed in Colosseum, compared to Gold/Silver days. I don't know how it is in Ruby/Sapphire.
In Colosseum, even a switched out and switched back in pokemon remains Toxic'ed. The Poison does not switch back to regular Poison. However, the Toxic countdown does reset back to the minimum amount, so it's not that huge a difference in the end. Switching is still helpful to reset the Toxic.

The still-Toxic-after-switch behaviour was present in R/S as well.
