first, what is the ch ratio when you use it, and second, can it be batonpassed?
i was thinking about a umbreon
double team
to pass to a champ/primeape.

Yes, FE can be passed. But that Umbreon has some flaws. First, Umbreon can do much better than BPing stuff. Second, it can't hurt the opposing team. Third, evasion is banned in most battles. Last, by the time you've gotten it set up, you'll have been hazed or pseudohazed.
