...or, to be more specific, I have a rather promising bred Mudkip who has rather nice IVs:

Mudkip/Flipper
Nature: Docile

HP: 22-23
Attack: 26-27
Defense: 30-31
Special Attack: 30-31
Special Defense: 30-31
Speed: 10-11

I'm wondering exactly what you may suggest I emphasize in my EV training. With the exception of speed, this is one of the best critters I've encountered...with the exception of my 3-way max IV Latias (Defense, Special Defense, & Speed) [Big Grin] .

Currently, Flipper has Surf, Ice Beam, and Mirror Coat (his mother had a...liaison with a Milotic). I know I want to add Earthquake when the little guy grows up, but...I'm open to suggestions.

Pity SpcAtt is higher than attack.

I'd suggest most DV's into attack, so the bugger can EQuake like a mad mofo.
Nothing into speed. Duh.

As for SpcDef/HP/Def, what are the values/ratios for how much it needs to affect a value to be important to that value?

Since you have Mirror Coat, I'd put Evs into Special Defense & Special Atk (since 2 out of his 3 attacks are Special-based).

Do you favor more balanced EV allocations, or more specialized? I know some people just put all into one or two stats, tho' I myself like to balance them out, depending on the strategy.

I've been known to do a bit of both. After all, it's become practically de rigeur to beef up a Slaking's attack, but it also makes sense to reinforce Wobuffett's defensive and HP stats. So, I guess it depends on the situation.

The set I use, is:

Swampert @Leftovers
~Earthquake
~Focus Punch
~Ice Beam
~Roar

I think it's a pretty reliable set, only one problem. He's not really using that Special Attack (this set has a Brave Nature in mind anyway. :/).

How about:

Swampert @Leftovers/Chesto Berry
~Surf
~Ice Beam
~Earthquake
~Rest

If you're using Mirror Coat, DO put effort into HP (I recommend maxing it), but DON'T put effort into Special Defense (it'll reduce the damage you send back to the enemy).

Yeah, I guess you're right about the SDef Evs... but at the same time wouldn't you want to be able to take a Special hit and not die in two turns or something like that?

Unless you consider Mirror Coat a last-ditch move or something.

Using Mirror Coat always means taking damage, so unless you have a recovery move, it pretty much always is a "last-ditch move".

Remember that you want to be able to knock out the attacking Pokemon in one MC, since it's unlikely they'll fall for it again. Also, Swampert only has one special-based weakness (Grass; and it's 4x so you'll almost always faint in one hit anyway), so you'll be able to survive two STAB, 95-power, 299 SpAtt hits (and three or four non-STAB ones) with full HP/no SpDef effort.

Work it's speed stat (Hasty or Jolly Personality) and Attack EVs. Use Surf, Ice Beam, EarthQuake, Water Pulse.

If you worked its speed stat, it still sucks in speed.

And why work Attack EV's, only to give it 3 SpcAtt's, and 1 physical attack? Unless you somehow implied "Special and Physical" Attack EV's, in which case you're not saying anything that hasn't been said.

Water Pulse?.... EVERY other moveset here has Rest... a general key that it's a good move to use. And if you put Rest over Water Pulse, you have a previously suggested moveset.

Meh, could always go for crap surprised with Curse+quake, but it sucks vs Salamence/Gyarados, since Surf does crap, unless you have Icebeam, in which case it only sucks vs Gyarados. [Unless Salamence has HP Grass, or something fgty]

My NB Swampert has 255 EVs in attack and special attack and his this set....

Swampert@Leftovers
Earthquake
Surf
Ice Beam
Brick Break/Return

This is an effective sweeper set. Since your guaranteed to do neutral damage to anything and since it's attack stats are heightened to the max you can dish out some pretty good damage.
